HTTP403 error-IE connected with site-doesn't have permission to view web page-what now?

This error stops many pages from opening. Is it a security problem or IE setup problem?. Any answers please.

1)One possible cause is an Internet Explorer 6 update installed by Windows Update. Some users found that this problem could be resolved by changing an Internet Explorer setting:



In Internet Explorer, from the Tools menu, select Internet Options.



Click the Advanced tab.



Under Browsing, clear the checkbox for Show friendly HTTP error messages.



Click OK.



Restart the Internet Explorer browser.



If this problem persists after changing this setting and restarting your browser, it may be caused by spyware or deceptive software on your computer."

2)Try using a better browser like FIREFOX (http://www.mozilla.com/firefox/) or OPERA (http://www.opera.com/download/) If they work,it`s an IE problem.
