My listing is on ebay, I use Ampkeywords for my other listings and website but now I want to just have people in the north west see my adwprds. Is this do-able?

You've identified two different text-ad systems: Google AdWords and something called AMPKeywords.

I've never heard of AMP before, but it appears to be a "second-tier" PPC advertising company, and my experience with second-tier PPC has been quite awful (very poor performance, with negative ROI). Stick with Google AdWords, Yahoo Search Marketing, and MSN AdCenter (the "top tier") and skip the others unless you have some very sophisticated ROI-tracking and click-fraud-detection tools.

Google AdWords does allow geo-targeting, by region; your ad is only shown to visitors who are recognized (based on IP address or other data) as being in the area you designate.
